Just last week, a man in China was spotted riding around town in his birthday suit while holding a giant crucifix.
Now, a 56-year-old man in Madison, Wisconsin, dubbed the "Thong Cape Scooter Man," was photographed riding on local streets (and near an elementary school...uh oh) wearing a leopard print thong, backwards hat, and zebra cape. Local police investigated whether the man had broken any laws and later determined that, despite being kind of creepy and weird, the man was acting within his legal rights.
