A lot of people in New Orleans hate Roger Goodell. They're very open about it, too. Back in February 2013, they responded to the harsh sanctions that Goodell handed down during the "Bountygate" scandal involving the Saints by banning Goodell from a handful of restaurants and bars in the week leading up to Super Bowl XLVII:

But they've taken their hatred for the NFL Commissioner to new heights this week by creating a super creepy Mardi Gras float that features Goodell holding a bag of money. He also has a whistle around his neck with the words "Blow Me" on it (see what they did there?). And…yeah. It's pretty obvious that the hate is still strong! And it doesn't look like it's going to die down anytime soon.
