Those familiar with the Civil Rights Movement (or American history in general) will remember that in 1963 Birmingham, AL, City Commissioner Bull Connor ordered police to use dogs and water cannons to subdue the non-violent black activists protesting in the city. The horrific footage and imagery sparked national outcry for intervention from the federal government and eventually led to the passage of the Civil Rights Act, but it is still a period of American history nobody is eager to revisit.
Anyone watching this preposterous statement probably had a similar reaction to the co-anchor, whose eyes looked like they might pop out of his head. It would be hard to blame him.
