Manuel Franco of West Allis claimed the prize after several months of silence. He said that he very nearly missed checking the winning ticket, telling reporters that it was stuck to the back of another ticket with bum numbers.
"I remember at work hearing 'Powerball winner Wisconsin,'" he said. "I thought 'Well, I live in Wisconsin, so I probably got a chance, you know? That's all I knew."
Franco said he came across a small win before he found the jackpot.
"I did win four dollars and I was super excited about that. Doesn't happen very often," he said, laughing. "I never claimed it, by the way."
Franco didn't go in to detail for fear of embarassing himself, but he said that his initial reaction to realizing he won was screaming for several minutes. He said that he's been playing Powerball since his 18th birthday, but was mum on biographical details on the advice of his counsel.
"It was amazing. My heart started racing," he said. "Good thing my neighbors didn't hear."
He doesn't yet have any concrete plans for his money, but said that he's set up a team of financial and legal advisers ahead of claiming his ticket. Take a look at his press conference below.
