Update:
Millsap described what the ball felt like, and why he tossed it to the refs, saying "I’ve never felt the ball like that ever. It was sticky. It was like super glue or something was on there. I couldn’t get it off my hands. It was the weirdest thing ever.”
Also, for some reason, Howard stated that he'd been using the substance for years:

In the first quarter of tonight's game against theHawks, Dwight Howard was caught with stickum on his hands which earned his team a warning, and him an eyebrow raise from those wondering how stickum helps your hoops game.
The transgression was discovered between Paul Millsap free-throws after Howard sprayed something on his hands from a can covered with white tape at the scorer's table. Howard grabbed the ball after Millsap sank his first attempt and tossed it back to the Atlanta forward who quickly realized there was something on it:
At that point referee Monty McCutchen walked toward the Houston bench where coachJ.B. Bickerstaff (who must've known what was in the can?) slid in front of it while it was still at the scorer's table. McCutchen told him he knew what he was hiding and that "Stickum is illegal in the NBA."
We'll have to wait and see what (if anything) comes from this:
