In Batman Begins, Ra's' wants to destroy Gotham, but compared to his cartoon counterpart's apocalyptic plots, his intentions are comparatively small-scale. As he teaches Bruce, "theatricality and deception are powerful agents." Thus he employs  fake Ra's that looks the city-destroying part, but the man himself actually toggles between business casual and less theatrical ninja garb.
