The Chiefs would much rather be playing with Jamaal Charles in their backfield, but it's OK. They still have Alex Smith on their side. The "game manager" is one of those condescending euphemisms you use to describe someone without star potential, much like "role player." But this isn't really a "game manager" type of play. Smith is playing solid against the Colts, and this shovel pass to Anthony Sherman is a definite highlight.
