Final Level: Revelation
Why It Sucked: It's a damn shame XIII's ending is so god awful, because this game actually had a half-decent story. It turns out the man you've been looking for all along—the head of the conspiracy, number 1—is actually Walter Sheridan. Yes, the brother of the recently assassinated president, and the man who's been helping you for half the game, is actually the one you've been seeking.
How We Would End It: So it's not the most original twist, but it totally works. So why the hell would the game end there? It needed another level, or at least a boss fight. Too many games on this list suffer simply from being rushed to market before they were completed.
