Amanda Bynes is back on Twitter, but isn't tweeting much and still seems to be a tad... loony.
The embattled actress was spotted by paparazzi on Wednesday (Nov. 28) trying to hail a cab in New York. She tried covering her face with her scarf but couldn't help but come off looking crazy.Worse than looking crazy, she acted crazy too.
The paparazzi that spotted her were reportedly waiting around for Justin Bieber, but decided to shoot her when she randomly appeared. After she caught a cab, she stopped it halfway down the block and walked back down to tell the photographers that they were shooting photos illegally. To which they probably shrugged, "Cool. So?"
