Key word being most. Per a post that went up on Reddit's movie forum, the 1991 Steven Spielberg-produced kids film An American Tail: Fievel Goes West featured a small doodle of a penis in one frame of one scene, specifically at the 46:20 mark when Fievel's sister is singing "Dreams to Dream."
