The arrests were a last ditch effort by the Norwegian government to restore some type of order, as a butter shortage in Scandinavia has birthed a black market in both Norway and Sweden. You can really get a bootleg version of anything these days, especially if the demand is strong enough.
The two men admitted to buying the butter in Sweden and cutting it into 18-ounce packets, which they were looking to move for $40 a piece in Norway. Whether its drug game or the butter game, the rules and stories are all the same.
