Only weeks after ISIS released a video showing the gruesome beheading of American journalist James Foley, the terror group published a video on Tuesday with the title, "A second message to America," showing the beheading of another journalist from the United States, Steven Sotloff, 31, CNN reports.

In the video, Sotloff speaks to the camera, saying that he is "paying the price" for U.S. intervention in Iraq. A masked figure from ISIS then speaks directly to President Barack Obama, saying, "Just as your missiles continue to strike our people, our knife will continue to strike the necks of your people."

White House press secretary, Josh Earnest, was in the middle of his daily briefing when news of the video broke. He said that the administration would work to confirm the authenticity of the video, according to the Huffington post, and then added, "Our thoughts and prayers are with Mr. Sotloff and Mr. Sotloff's family."

Sotloff disappeared while reporting from Syria in August of last year. He had appeared in ISIS's video last month that showed Foley's beheading. The militant group warned that his fate depended on what Obama decided to do next in Iraq. After that video went public, Sotloff's mother released a video pleading with ISIS leading Abu Bakr al-Baghdadi not to kill her son. "Steven is a journalist who traveled to the Middle East to cover the suffering of Muslims at the hands of tyrants," she said. "Steven is a loyal and generous son, brother and grandson. He is an honorable man and has always tried to help the weak."

This is still an ongoing story, and we will keep you updated as it continues.
