Maybe Cold Weather Doesn't Always Affect Crime Rates

Contrary to the widely-accepted belief, cold weather may not always drive crime rates down. 

According to the Huffington Post, the Detroit Police Department analyzed data from every January dating back to 2001 to determine if the snow and cold temperatures were responsible in the decline in homicides.

There were 14 last month, nearly half as many as there were in January 2013. Previous statistics show that neither snow, nor low temperatures had anything to do with the murder rate. As the Huffington Post Mentions, Detroit Police actually credit their efforts for the drop, not the snow. 

Granted, this is just Detroit, but it's always good to challenge theories in order to get to the root of an issue.
