A convicted sex offender who was been arrested several times since 1995 was arrested for the 24th time after loitering in the play area of a fast food restaurant and watching an 11-year-old girl. Police from the Cook County Sheriff's Department arrested 36-year-old Joseph O'Brien on Dec. 22 after the restaurant manager called the police.

According to the manager, O'Brien had been asked to leave the play area several times. The Cook County Sheriff's Department says O'Brien had been staying at a motel near the restaurant and not his registered address. O'Brien was convicted in 2001 of aggravated sexual abuse and bodily harm, again in 2006 and once more in 2010 for failing to register as a sex offender.

O'Brien was charged with failing to update his address to police and with criminal trespassing.
