With an assault weapons ban on the horizon, NYPD Commissioner Ray Kelly says that New York's real problem is illegal handguns. “For us in New York City, and I believe in most urban centers throughout America, the problem really is concealable handguns,” Kelly said on CBS’s Face the Nation.

Kelly made the comment during talk about Sen. Dianne Feinstein’s legislation that will tighten the grip on restrictions for assault weapons and ammunition. "We don’t want them on the streets, make no mistake about it," he said. "But the problem is the handgun."

According to data, handguns play a factor in almost all firearm-related murders in New York City. The NYPD says that assault weapons were used in just three of 1,400 cases involving guns in 2012. Kelly says the biggest hurdle in stopping illegal firearms is that other places have fewer restrictions.

Creating a universal background check will make it significantly more difficult for guns to be sold with no documentation.
