On “Rumour,” Chlöe Howl picked up the tempo but it felt slightly cringe-worthy at points, like an anti-bullying commercial that makes a great point but still, for whatever reason, seems a little bit oversimplified. Still, Chlöe has an undeniable charm and a knack for uncomplicated pop, and at only 18 years old, she’s already developed a style and self-awareness that takes other artists years to find.
For “I Wish I Could Tell You,” she slows things down and once again finds that sweet spot between straightforward pop music and her own unique appeal.
