23. Crackdown (2007)
Final Level: Shai-Gen Corporation
Why It Sucked: Crackdown wasn't the most story-heavy game, to be fair, but we still expected more than a minute-long cut scene explaining that we were actually working for the bad guys all along. It's not surprising, though, given that every single mission followed the exact same structure: go here and kill these things, then kill that person over there. The mechanics and city in Crackdown were great, but the plot and missions were garbage.
How We Would End It: Simple is not always better, and in this case it sucks ass. Grand Theft Auto's been out for years; is it really so hard to develop interesting and varied missions in an open-world environment? We love the sandbox elements, but we would have made this game a lot more story-driven.
