Paper Mario (see #21) had made a successful debut a couple of years earlier, so it made sense for Nintendo to want to recreate that experience on its handheld device. Mario & Luigi: Superstar Saga takes the role-playing elements from previous Mario games and rolls them up into a game that requires more strategy (employing correct elemental maneuvers, for example) than just sheer brute force. Or, should we say, boot force.

I don't know about this. In my opinion (I have played all of the games in the top 10), Super Mario Galaxy and Galaxy 2 are the best Mario games. The 2D games are masterpieces, but so are the 3D games. Also, Sunshine should have been higher.
