If the USADA is a frenzied prize fighter looking to split Armstrong's skull, then the UCI (Union Cycliste Internationale) is his trusty corner man, there to clean up his cuts and, if need be, fill his boxing gloves with plaster. The UCI is a governing body for competitive cycling that is responsible for, among other things, overseeing drug tests. The USADA claims that a positive test from Armstrong was covered up by UCI.
Armstrong supporters who want to claim that the USADA is conducting a witch hunt for "big fish" athletes might, on some level, be right. But Armstrong's not doing those who believe in his clean performance history any favors by signing $100K checks to the very organization responsible for testing him. UCI President Pat McQuaid admitted to receiving money from Armstrong, but denies any wrongdoing.
