The driver probably should have had a commercial license too.

The Booty Lounge, a Detroit based mobile strip club was recently impounded for a menagerie of legal failures. It was parked illegally, the driver did not have a commercial license, and the bus had not undergone Michigan inspection. It will be back in action, no doubt with a new driver, after it clears inspection.
