An event that happened two years ago in the Delaware River is making news today with newly released difficult-to-watch raw footage. Back in July of 2010, a tugboat pushed a barge straight over a Philadelphia tour boat, killing two of the passengers. Matthew Devlin, the operator of the tug boat was sentenced to one year in prison this past November.
