FBI agents arrested two men Thursday night they say purchased explosives to make pipe bombs they were going to use during protests in Ferguson, Mo., CBS News reported.

The men live in the St. Louis area and are members of the new Black Panthers, according to the FBI. The names of the suspects have not yet been released.

Tensions are already extremely high in Ferguson, of course, as the nation awaits a grand jury decision as to whether officer Darren Wilson will be charged in the August shooting of Michael Brown, an unarmed black 18-year-old. That decision could come any day now.

Earlier this week, Missouri Governor Jay Nixon declared a state of emergency and activated the National Guard to assist local law enforcement in case there is violence after the decision is announced.

Update: The St. Louis Dispatch is reporting that the men, identified as Brandon Orlando Baldwin and Olajuwon Davis, have actually been indicted on weapons charges. The two allegedly made false statements while purchasing a pair of Hi-Point .45 ACP pistols, saying the guns were for Baldwin when they were purchased on another person's behalf. A police source says the indictment is the culmination of a several-month investigation.
