Come July, the New York City Water Boardwill increase the city's water and sewage rate by 5.6 percent. The increase is the result of two initiatives: the Staten Island Bluebelt program and the Watershed Protection Program, both of which deal with the city's water management. The Department of Environmental Protection is completely aware that they're screwing people over. Commissioner Carter Strickland says the agency is working to ensure that residents "get the best possible water and wastewater services at the most affordable rates."

Water rates jumped by 7 percent last year and by nearly 13 percent in 2009.
