A four-month-old baby born addicted to meth has been returned to its mother by federal officials, despite her failure to submit to court-ordered drug tests. The Bureau of Indian Affairs of Fargo, ND still elected to return the child to its mother pending a two-week drug treatment program. The baby's foster parents are furious.
Human services official Thomas Sullivan wrote a report saying that he still believes the woman is addicted to drugs, and said that the woman claimed she didn't want anything to do with her child in an earlier report.
