Mitch Cooper knew something bad was about to happen when he saw a police officer approach a man in a clown costume outside of Milwaukee's City Hall. Naturally, Cooper whipped out his phone and began recording just as soon as the clown swung on the cop. The cop swung back, and then it was on. "It was funny to witness, probably not so fun for the clown," Cooper said.
The clown's name was not released, but he was identified as a civic activist who's often seen outside of government buildings. Police had released several complaints about the man chasing cars with a squirt gun. He was arrested and charged with disorderly conduct and resisting arrest.
