They're called sea cows, not sea horses.

Gloria Garcia Guiterrez turned herself in yesterday after police released photos of her riding a manatee like a body board in Tierra Verde, FL. Manatees are an endangered species, and Guiterrez's actions were exceptionally cruel considering, well, the obvious. She was charged with a second degree misdemeanor under the Florida Manatee Act, which makes it illegal to "intentionally or negligently annoy, molest, harass, or disturb [any manatee].”

Guiterrez was not arrested, and police credited her for coming forward after they released the pictures. The manatee is believed to be fine.
