It's of an all-female, satirical music group called Les Horribles Cernettes that was comprised of significant others and employees of scientists at the CERN laboratory in Geneva, Switzerland. Tim Berners-Lee, one of the principle inventors of the Internet, was close with CERN and a fan of the Cernettes, so he decided to upload the photo to the fledgling Web on July 18, 1982. The photo was edited in the first version of Photoshop and looks like pretty much every Picasa album/quinceanera e-vite ever. Some things never change.
