Need a foolproof sign that a movie is both lazily executed and lacking in a key area? Just look for Andy Garcia in either the "tough gangster" or "hard-nosed cop" roles. The Cuban actor hasn't always signified dullness to us; even though it's the weakest of the trilogy, The Godfather Part III does show off some of Garcia's best work. But the highlights are few and far between, overshadowed by redundant characters in middling crime dramas.
