10. St. Louis, Missouri

Eye-popping crime statistic: There were 2,903 violent crimes in St. Louis last year.

Complex's pitch for a TV show: St. Louis Representatives is a mini-series about a group of gangsta rappers from the Lou who realize they will never be taken serious as gangstas because of all the years of shitty Nelly music. So, they decide to do crime, videotape it, then do a song about the crime they videotaped themselves doing. Again, it's a mini-series.

9. Flint, Michigan

Eye-popping crime statistic: Flint's murder rate is three times the national average.

Complex's pitch for a TV show: Flint: Yes, Our City Sucks Even More Than Detroit Does is the new show telling the story of Raymond, a beat-walker in Flint who is stuck in a dead-end job and who dreams of one day leaving the city and living the high and prosperous life of a beat-walker in Detroit.

8. Oakland, California

Eye-popping crime statistic: There were close to 3,000 violent crimes in Oakland last year.

Complex's pitch for a TV show: Oakland: This Is Not San Fran, Brother tells the story of a special unit of police that is specifically out to protect people who get it fucked up and think just because they're 20 minutes apart, Oakland and chardonnay-sippin' San Francisco are the same. They are not.

7. New Haven, Connecticut

Eye-popping crime statistic: There were over 3,000 property crimes in New Haven last year.

Complex's pitch for a TV show: No Haven for New Haven is the new series about a special task force that does what Yale campus security can't: keep Ivy League pansies from getting iPunched for their iPads.

6. Camden, New Jersey

Eye-popping crime statistic: Even though Camden has routinely been named one of the most dangerous cities in a America throughout the years, their police staff is getting cut by about 160 cops, to try and help balance the budget.

Complex's pitch for a TV show: Joe Clark's Camden Yard is a brand new reality show that features Clark's (from Lean On Me fame) triumphant return to New Jersey. This time, however, he isn’t going to Trenton to save a bunch of high school kids. He's coming to Camden to become the new police chief and to whip his staff into crime fighting shape. On another note: Tyler Perry has already bought the rights for a film version. Joe Clarke's character will be replaced by Madea.

5. Gary, Indiana

Eye-popping crime statistic: Gary's murder rate is eight times the national average.

Complex's pitch for a TV show: The Gary Splash focuses on a city divided by tension between the police and young warring gang members. To put an end to the violence, a youth worker named Gary starts a basketball program in conjunction with the local International Basketball League team, the Gary Splash. He sells his kids on a dream that they can play pro ball if only they straighten up. Shit all goes sour when police and other concerned adults learn that a guy named Gary is luring kids into his "Gary Splash program".

4. Atlanta, Georgia

Eye-popping crime statistic: There were over 14,000 property crimes in Atlanta last year.

Complex's pitch for a TV show: ATL's Undercover Brothers is a drama about two brave rookie cops who have to deal with the stress of not only chasing criminals in the trap, but also working in an abusive environment where co-workers tease them because they're different. Yet, they fight on, no matter how difficult it is being the last two straight dudes left in Atlanta.

3. Birmingham, Alabama

Eye-popping crime statistic: There were 11,025 Larceny and

theft crimes in Birmingham last year.

Complex's pitch for a TV show: Birmingham Dicks and Pricks tells the story of Charles, Leroy, and Clarence, three young teenagers who are constantly harassed by the BDP, even though they aren't criminals. The teens start to feel trapped. Then one day they come up with the perfect solution to fight constant oppression by the police: Get the fuck out of Alabama.

2. Cleveland, Ohio

Eye-popping crime statistic: There were 11,025 property crimes in Cleveland in 2010.

Complex's pitch for a TV show: The Decision: Cleveland picks up where LeBron left off, plunging a knife deep into the back of the depressed city. As the King-less Cavaliers lose a record number of consecutive games, local police lose hope and make their own decision: to use their badges and guns to forcefully take whatever scraps still exist in Cleveland. It'll be a fascinating watch, especially from the warmth and luxury of South Beach.

Complex's pitch for a TV show: Barbecued Pig: Kansas City Style is the dramedic story of Jameson Klix, an ornery retired police officer who is fulfilling his lifelong dream of owning a barbecue joint so he can finally sit his fat ass down and talk shit all day. Since the doors first opened, everyone in town wants his advice to get out of a jam. And some extra wet wipes.
